After requesting a formal review you or your attorney will have to fill out a pre-hearing statement within 10 days. If the pre-hearing statement is not filled out the review will become an informal review without witnesses. If witnesses are required subpoenas should be sent in with the pre-hearing statement. At this stage it is beneficial to have an attorney because the process becomes more complex. To obtain the initial permit is not as complicated and can be accomplished without an attorney.
